The purposes of present study are to analyze the structural relationship between the digital leadership, organizational support for digital transformation, and organizational culture that affect the digital transformation in public organizations and to discuss the theoretical and policy implications. We used the raw data of the Survey on the digital transformation strategies for the public sector conducted by the Korea Institute of Public Administration on 305 public officials and workers in public agency. We analyzed these data by applying descriptive statistics, confirmatory factor analysis, and structural equation model analysis. The results showed that awareness of the digital transformation in public sectors is relatively low, and awareness of the digital leadership, organizational support for digital transformation, and organizational culture are medium. As a result of hypothesis testing using a structural equation analysis, it was analyzed that the digital leadership had a positive (+) effect on the organizational support and organizational culture. In addition, digital leadership and organizational support for digital transformation had a positive (+) effects on digital transformation within public organizations. The results, however, indicated that the organizational culture did not have effect on the digital transformation in public organizations. Based on these results, this study presented theoretical and policy implications to promote digital transformation in public organizations. |
