In addition to the traditional security threats represented by the military power of the enemy, the importance of non-traditional security threats has been increasing since the late 20th century. Non-traditional security threats are generally classified into proliferation of weapons of mass destruction, terrorism, increased illegal immigration and smuggling, transnational crimes such as drug and arms trade, and environmental threats including disasters. The purpose of this study is to quantitatively derive the ROK military response priorities to non-traditional security threats by applying the Delphi method and the Analytic Hierarchy Process(AHP), and to seek countermeasures. 10 military experts were selected for quantitative analysis, and the Delphi method was applied twice to set the evaluation criteria in AHP. 5 non-traditional security threats to which the ROK military must respond to were selected as alternatives in AHP, and pairwise comparisons were conducted by experts. As evaluation criteria, lethality to national security, severity of civil society chaos, frequency of occurrence, possibility of response by the ROK military, and possibility of response through allied countries were selected. As the result of the ROK military's response priority, proliferation of weapons of mass destruction, environmental threats, and terrorism were relatively high compared to other alternatives. This study will be able to contribute to research on the structure and organization of units that can respond to the above non-traditional security threats in the future. |
