This study examined the socioeconomic value and role of urban parks and the essence of social debates about them using the semantic network analysis method, which searches for social discussions by investigating keywords in diverse media. The discussion of two specific issues surrounding urban parks sunset systems and long-delayed facilities have increased steadily since 2015, when they first emerged as a social issue. In terms of the use of urban parks, easy access to apartment buildings and other types of residential areas has become a particularly important standard for determining the value of parks. Lake parks, neighborhood parks, and natural parks adjacent to residential districts are receiving increased attention, and people are also expressing more interest in urban parks, green areas, and direct participation and experience oriented urban farming. Likewise, garden experience programs that aim to improve local communities are gaining awareness among residents. Local residents are the main users of urban parks. Since the enactment of the urban park sunset system in 2018, discussions about this system, long delayed facilities, and special private projects have increased drastically. Discussion of issues related to location, land purchases, implementation, and removal has also increased. In particular, debate continues on the purchases of land for long-delayed urban planning facilities and on plans to solve related problems, led by Seoul and other large cities. Debate is also ongoing on the value of urban parks to the public in terms of regional and community development, the urban environment, ecosystem, and culture. Current barriers to the resolution of such issues include those related to political realities and conflicts and conflicting sentiments regarding development and preservation. For these reasons, multilayered social debates regarding citizens’ participation and policy proposals will continue to be needed. |
