논문내용 The COVID-19 crisis has forced education systems worldwide to spread online and offline convergence classes and generalize them, urging the development of educational content for student-tailored learning. This paper tries to derive performance measurement indicators for educational content to effectively re-organize the educational content and strengthen projects and performance management to provide high-quality content to the academic field. For this purpose, 25 experts were asked to answer questionnaires through the Delphi method, which was conducted twice, and surveys through e-mail. Open and closed questionnaires were sent to them. The first Delphi revealed 75 performance management indicators and 25 content effectiveness indexes from unit projects with a CVR of 0.37 or more. As a result of the first Delphi, the evaluation items of the first Delphi were converted into the form of evaluation indicators to decrease the number of numerous indicators, and those corresponding to the evaluation indicators of the first Delphi were converted into evaluation evidence or criteria. The evaluation evidence or criteria were restructured according to the new evaluation indicators, and some evaluation evidence or standards were integrated with the inclusion relationship between the evaluation evidence or measures. In addition, indicators related to the effectiveness of teaching and learning materials were included in the performance indicators by the project. As a result of the 2nd Delphi, indicators with a CVR of 0.37 or more, a consensus of 0.75 or more, and a degree of convergence of 0.5 or less were derived from 3 situation analysis stages, three planning stages, six development stages, five performance and feedback stages, and a total of 17 indicators.
